Historically in Australia, every state has had its own Workplace Health and Safety Legislation and their own versions of a WHS Manual or Safety Manual, which had very different requirements for each state.
Then in 2011 there was the introduction of the Safe Work Australia Harmonisation Legislation.
What this means is the majority of states have come on board with the new legislation (exceptions are Victoria and Western Australia). The reason for the introduction of the harmonisation, is to have one standardised approach for Workplace Health and Safety across Australia. Although the legislation has been harmonised, there are still state variations where necessary.
A requirement of the legislation is to have documented systems and processes. The easiest way to document a Workplace Health and Safety Management System (WHS Manual or Safety Manual) is to use the Australian Standard AS/NZS4801:2001 Occupational Health and Safety Management System as a guide for both structure and implementation.
